Tetra Tech ARD is accepting expressions of interest from qualified Chief of Party candidates for an anticipated USAID-funded Feed the Future (FTF) Enabling Environment for Agriculture Project in Uganda. The objective of the activity is to increase the value of agricultural production and trade. The project will focus on four intermediate results: 1) Removal of policy and regulatory constraints to agricultural production, processing, marketing and trade, 2) Strengthened capacity of Government of Uganda (GOU) institutions to facilitate agricultural development and trade, 3) Strengthened capacity of GOU institutions to respond to climate change impacts on agriculture, and 4) Strengthened capacity of private sector and civil society organizations to contribute to and influence policy decisions related to agriculture development, agriculture trade, and climate change adaptation.

Responsibilities:
*Provide technical leadership in one or more of the following areas: agricultural policy and enabling environment, agricultural development and trade, climate change policy development and management, capacity building of Government institutions, private sector and civil society organizations contributing to and influencing policy decisions related to agricultural development;
*Assume responsibility for overall contract management ensuring quality control and timeliness of all deliverables;
*Serve as principal liaison with USAID and other donor staff, collaborating local partners and a wide range of other stakeholders to exchange information and develop professional relationships;
*Ensure effective financial management of project funds including budget development and efficient utilization of program staff and resources in complete compliance with USAID and Tetra Tech ARD rules and regulations; and
*Ensure timely completion of technical activities and the timely completion of contractual technical reports and deliverables (Quarterly and Annual Reports, Annual Work Plans, Performance Monitoring Plan, etc.).

Qualifications:
*Minimum Master’s Degree in a related field of expertise;
*Minimum of 10 years of relevant technical experience in developing countries;
*Demonstrated ability to successfully lead and manage challenging projects engaging both public and private sector stakeholders;
*High level of representational, diplomatic, interpersonal and communication skills;
*At least eight years of project management experience, with previous USAID COP experience preferred; and
*Fluency in English is required.

Organisation Description:

The International Rescue Committee began working in Uganda in 1998 in response to the devastation wrought by rebel group the Lord's Resistance Army (LRA) in the north of the country. Today, the IRC is helping tens of thousands of people displaced by this violence to return home following a cease-fire agreement between the LRA and the Government of Uganda in 2006. At the same time, in Karamoja - one of the poorest and least developed areas in Uganda - the IRC works with communities affected by violence to promote peace and improve access to services. Under the EASIER Living pilot project, the IRC is working with the urban refugee women and host poor communities in Kampala to improve their livelihood options and increase their protection by implementing the Economic and Social Empowerment programme in selected communities within Makindye, Central and Rubaga divisions.

Scope of Work: The WPE Technical Coordinator is based in Kampala and travels regularly to the Acholi and Karamoja regions to support the WPE teams at field level. S/he is responsible for delivering high quality programs through strategy development, program design, implementation and evaluation of all GBV-related activities within IRC Uganda. S/he also acts provides technical advisory and writing support on business development opportunities. Primary duties will include strengthening the WPE sector and providing technical oversight of WPE programming across three regions of implementation; northern Uganda, Karamoja and Kampala. The position is part of the senior management team of the IRC and requires an experienced, driven individual with strong communication and planning skills.

Key Responsibilities
Lead the development of a WPE sector strategy that articulates the vision in line with the country strategy and lays out the 'master' program design.
Lead the design, drafting and implementation process of projects, including annual work plans, performance monitoring plans and log frames to inform ongoing implementation and new program design.
Provide ongoing technical advice, direct support and guidance to the WPE teams to effectively monitor implementation of program activities.
Ensure budget management by regularly monitoring expenditures and making adjustments as necessary.
Identify new funding opportunities and play a leadership role in developing high quality proposals and budgets that are consistent with the overall WPE country sector strategy for submission to donors. This includes close collaboration with the other IRC sectors including Health, Children and Youth - Protection and Development, Economic Recovery and Development as well as Governance and Peace Building to innovative and effective inclusion of WPE components in the integrated programs IRC delivers.
Assist in identifying and exploring opportunities for the professional development of program staff, including capacity building training, exchanges, formal performance reviews and ongoing coaching.
Liaise with donor representatives and national authorities in Uganda to keep them abreast of the project and developments.

Minimum Requirements:
Post-graduate degree in social work, social sciences, public health, community health, or related field
At least three years experience working in the field of gender-based violence , protection, gender in Africa
Demonstrated experience in human resource management, capacity building and mentoring
Proven skills in program management including budget management, donor reporting and monitoring.
Program development experience including donor / governmental liaison and proposal writing preferred
Organized and detail-oriented with multi-tasking abilities with ability to meet deadlines in a timely manner
Excellent leadership and problem solving skills
Excellent communication skills in English, both oral and written; Acholi or Ngakarimojong an advantage.
Willingness to travel up to 50% of the time to northern Uganda and Karamoja

    Ensure timely implementation of all programmes

    Conduct training workshops using the Training for Transformation approach.
    Prepare reports of training conducted by the Institute.

Requirement:

    Minimum of Master’s degree by coursework & research in adult education, community development or social studies from a recognized University.
    Up to date on theory and research in radical approaches to learning, gender equality and leadership
    A minimum of four (4) years working experience in training and community development work using participatory approaches in particular the Training for Transformation methodology
    Proven high level writing skills for reports and project documents
    Demonstrated ability to use computer assisted software for learning
    Excellent presentation skills
    Unquestionable integrity, self-motivation, team player, highly versatile, high-level interpersonal and good communications skills and capability to work under tight deadlines in a competitive environment.
