Job Title: PROGRAM EVALUATION AND RESEARCH SPECIALIST.
Reporting Relations: Reports to Program Director

Job Summary
The Program Evaluation and Research Specialist plays a critical role in supporting programmatic learning and accountability in the country office. Designs and implements research and evaluation on behalf of the Program Implementation Department. Supports global research projects led by Program Development in the Global Ministry Center.
Implements the Impact Evaluation Model and serves as a resource on other issues related to research and evaluation.
Core Duties and Responsibilities
1. Has a personal relationship with Jesus Christ. Is a consistent witness for Jesus Christ, maintains a courteous, Christ-like attitude in dealing with people within and outside of Compassion and faithfully upholds Compassion’s ministry in prayer.
2. Working within one’s influence, serves as an advocate for children around the world who live in poverty and are not able to speak out for themselves. This includes being informed about the issues of children and influencing others to care about children who are in need.
3. Conducts approved research projects. Develops proposals to address research questions raised by the Program Implementation or Field Leadership. Designs appropriate methodologies for approved research projects. Oversees collection of data from children, families, church and community following approved research design.
4. Performs analysis of data, providing both descriptive and inferential statistics, as well as qualitative analysis, that will allow for an enhanced understanding of the topic of investigation. Prepares research reports documenting the findings of research projects, including the impact of Compassion’s ministry on assisted children, their parents, churches and communities.
5. Supports two to three GMC research initiatives implemented in the country by managing data collection, entry and transmission.
6. Conducts Program Evaluation using the methodology and instruments prescribed in Compassion’s Program Impact Evaluation Model; the Program Evaluation and Research Specialist will manage all aspects of a participatory program evaluation process.
7. Serves as a resource for Program Implementation and Field Leadership on issues related to research and evaluation. Support the development and maintenance of a country strategic map providing a graphic depiction of the geographic dispersion of needs and resources within the country.
8. Consults with Program Implementation and supports the development of evaluation methodologies for all three core ministries. Assists Program Implementation in the collection and analysis of data regarding program implementation. Supports Quality Assurance as requested.

Knowledge, Skills and Abilities Required
1. Mature Christian person, with evangelical Christian values; a personal relationship with Jesus Christ and above reproach in integrity and honesty.
2. A masters degree or equivalent experience in Sociology, Anthropology, Education or related area with knowledge of social research methods.
3. Three years experience in research methodology.
4. Experience in research in cross-cultural studies of moral development, child development, public health or other topics related to Compassion’s ministry to children.
5. Knowledge and experience in child development.
6. Demonstrated ability to write a professionally presented research report.
7. Ability to communicate and help management understand and apply learning from research in a way that helps them improve effectiveness.
8. Computer literate, experience with Internet, word processing, database and presentation software.
9. Able to work cross-culturally.
10. Ability to prepare descriptive statistics to summarize research findings and inferential statistics to draw conclusions about the target population based on sample findings.
Working Conditions

Job Title: FIELD BASED PARTNERSHIP FACILITATOR.

Supervisor.

Job Summary
The Field-Based Partnership Facilitator is the key link in the relationship with the local church and the cornerstone in Compassion’s strategy to build up the capacity of the local church for holistic child development.
Works with the church partner to pursue the common vision and goals reflected in the child/CSP mother-child, sponsor/donor and partner development outcomes. Responsible for Compassion’s side of the partnership relationship as reflected in the Program Field Manual (PFM) and relates with church partners in a manner characterized by mutual respect, trust, and service. Resides in or near a cluster of project partners and works from a home-based office.

Core Duties and Responsibilities
1. Has a personal relationship with Jesus Christ and is a strong Christian witness who demonstrates a courteous, Christ-like

3. Serves the local church partner with a vision to build its capacity to achieve effective, holistic child development.
a. Casts vision and develops collaborative relationships with the
pastor, Church Partner Committee and Project Director.
b. Acts as Compassion’s primary liaison to the Church Partner. Understands and is sensitive to its needs, and represents them in the country office.
c. Facilitates a relationship characterized by mutual respect, trust and service that helps to build the capacity of the church as reflected by the Partner Development Outcomes.
d. Provides consultation and technical advice for the Church Partner in how to accomplish Child Development and Sponsor/Donor Outcomes, and facilitates internal and external resources to support them. Does this in a differentiated manner according to the partner’s maturity.
e. Carries out regular visits to the Church Partner.

4. Manages Compassion’s requirements as well as its obligations to the church within the partnership relationship.
a. Coordinates the process leading to the signing of the Partnership Agreement.
b. Ensures that the partnership addresses Child/CSP motherchild, Sponsor/Donor and Partner Outcomes and meets the standards in the Program Field Manual (PFM) and the Sponsor and Donor Ministry Field Manual.
c. Facilitates the development of the Partner Planning and Budgeting Form (PPBF) of the Church Partner each year which includes the planning for the Child Development through Sponsorship Program (CDSP), the Child Survival Program (CSP) and Complementary Interventions (CIV), which are activities that supplement and enhance CDSP and CSP.
d. Assists the project with writing CIV proposals for individual projects and for clusters.
e. Manages the growth in number of registered children in CDSP and in CSP within each project.
f. Identifies partner training and consultancy needs, and mobilizes the Training and Support Department to provide these services.
g. Coordinates CIV and Short-Term Mission Trip activities at the Church Partner and cluster level.
h. Takes responsibility for project status changes between the country office and the Church Partner.
i. Follows-up on all aspects of the partnership relationship including documentation for sponsors and donors; audit findings; individual, family and project gifts; and the hosting of sponsor visits.
5. Conducts Monitoring, Evaluation and Reporting activities for project partnerships.
a. Monitors and evaluates progress against the Child/CSP mother-child, Sponsor/Donor and Partner Development Outcomes through the regular reporting of the church partner.
Works with the church partner to set targets for the outcome indicators.
b. Evaluates fulfillment of requirements outlined in the Partnership Agreement through regular project visits and the use of the Partnership Grading Tool.
c. Monitors progress against the annual PPBF through regular project reporting and visits.
d. Prepares written reports of regular project visits which include: objectives, results, structured contact time with Church Partners, and progress on functional follow-up items.
e. Works closely with the Church Partner to help them learn how to regularly monitor, evaluate and use critical project and child information.
6. Facilitates collaborative relationships within a cluster of partnerships. Carries out cluster-level meetings to facilitate relationships and shared learning. Identifies and mobilizes Church Partners who can help in training other Church Partners.
7. Carries out the partner selection process in alignment with the formal process and criteria of the country office.
8. Engages effectively with country office and prepares regular reporting. Participates in regular coordination meetings and travels to field office regularly.
9. Submits to local accountability group or individual (i.e. Church Group, Pastor, Church Leader).
Knowledge, Skills and Abilities Required
1. Christian maturity characterized by a strong Christian testimony, a heart for ministry, and knowledge of the Scriptures.
2. Bachelor’s degree is required with a preference towards fieldrelated Social Sciences, Christian Ministry or Management.
3. A minimum of three years professional or intensive volunteer experience relevant to managing Christian ministry and/or other service activities.
4. Strong interpersonal relationship skills conducive to utilizing facilitation, collaboration and negotiation and establishing trusting relationships with a wide variety of people.
5. Mature, self sufficient, self motivated and has an ability to be productive with only occasional supervision.
6. Willingness to live in and relate with the communities we are serving, and to submit to local church authority.
7. Good leadership, general management, and problem-solving skills. Ability to reflect Compassion’s Leadership Principles.
8. Customer service orientation.
9. Ability and desire to learn new things.
10. Excellent written communication skills, especially reporting, and
strong verbal communication skills.
11. Comfort with using IT and Internet technology in remote and
unique environments.
12. Committed to working with the broad spectrum of Evangelical denominations and churches.
13. Ability and to travel domestically and be away from home for up to two weeks at atime and no more than 100 nights in a year. Travel will vary downward depending on the location of church partners and whether or not the person is field-based.

    Guides survey participants and conducts interviews. Conducts pre-test and post- test HIV counseling.
    Ensures that all survey forms are completed correctly and ready for transfer and that data entry progresses smoothly.

    Provides support and back-up coverage to other survey staff.

Requirement:

    A Diploma in Social Work and Social Administration, Social Administration or other related qualifications from recognized university or Institution.
    At least a minimum of one (1) year experience as an HIV/ AIDS counselor will be an added advantage.
    Proven professional experience or technical background in research projects will be an added advantage.
    Good knowledge of computer packages such as Microsoft Access, Word and Excel.
    Fluent in 2 or more of the following Ugandan language (Luganda, Runyakitara, Lugbara, Swahiii, Luo and Ateso).

Preferred:

    Certificate in counseling preferably in HIV/AIDS counseling.
    Excellent interpersonal and communication skills.

    Supports the study interview team in all the data management aspects of the survey in the field, including preparing all computers and forms for data collection on a daily basis.
    Ensures that data is accurately entered into the study databases and that it is backed up and transferred daily to a central location.
    Performs validity checks, collating the data and transferring it from the field to Uganda Prisons Service project office.
    Participates in sampling exercises for the survey.
    Assists survey team with training and support of electronic data entry and paper form completion as necessary.
    Assists Survey Coordinator to develop routine survey data collection progress reports and disseminate them to the Project Secretariat and investigators.
    Monitors data systems security and integrity and report any systems breach or other incidents to the Survey Coordinator.

    An Advanced Degree in Medical, Public Health or Nursing Sciences from a recognized University or Institution.
    At least 1 year's practical experience in research and/or survey coordination.
    Familiarity with human subjects' ethics procedures.
    A very good understanding of basic epidemiology concepts.
    Experience in managing relationships with various stakeholders.
    Excellent verbal and written English.

Preferred:

    Experience with database management.
    Excellent analytical and research skills.
    Prior management experience particularly with large surveys.
    Experience in working with vulnerable populations.
    Creativity, results-orientation and ability to work under minimum supervision.
    Information and communication technology skills.
    Ability to manage an organizational environment.
