POSITION DESCRIPTION: Responsible for the organization and coordination of all operational activities , including administrative, financial, procurement and logistical duties for the WellShare Arua Field Office.

LOCATION: The position is based in Arua with periodic travel within the district; travel may also be required within and outside the region based on organizational need.

ESSENTIAL QUALIFICATIONS AND SKILLS:

    Minimum three years experience executing operational, administrative and financial duties, preferably for an international non-governmental organization in Uganda.
    Bachelor's degree in Business Administration, Project Administration/Management, Accounting, or related field.
    Comprehensive understanding and experience in the application of best practices to operational issues. Experience budgeting and planning; applied knowledge of field-level accounting and budget monitoring. Knowledge of USG rules and regulations .
    Demonstrated ability to produce high-quality written financial reports
    Advanced computer skills, including the ability to type quickly and to use Microsoft Office products (Excel essential), email, and internet.
    Demonstrated leadership and/or supervisory experience. Ability to prioritize and handle multiple tasks simultaneously.
    Strong commitment to improve the health of the community.
    Fluency in English (written & spoken); proficiency in local language, preferably Lugbara.

    PRIMARY RESPONSIBILITIES:
    Assists Program Manager in managing district financial activity, including generating field office monthly financial reports (funds request, expense tracking, budget vs. expense monitoring, cash counts) according to internal guidelines and deadlines;
    Manages field office operating cash and makes cash and real-time payments, ensuring cash is handled appropriately and securely; generates check payments as applicable, and maintains records and accountability
    Executes banking transactions as authorized; Supervises banking agent as applicable
    Adheres to WellShare financial policies/procedures. Ensures that staff members understand and adhere to WellShare financial policies and procedures, through mentoring and training as needed. Transparent and accountable in all activities.
    Manages and supervises Arua field office support staff (driver, cleaner, guards).
    Acts as point person for all procurement at the field office; including raising purchase requisitions, raising requests for quotations, conducting bids analysis and issuing purchase orders.
    Supports Program Manager to ensure organizational and sub-partner compliance at district level with donor contracts and GOU laws and funds accountability and monitoring
    Orients field office staff to operational policies and procedures.
    Coordinates with Operations Manager to manage field office vehicle fleet, manages fixed assets, information and technology (IT) in field office, including protecting IT resources, etc
    Organizes district logistics, including travel, vehicles, and trainings.
    Maintains regular communications with line manager (Program Manager) and with Operations Manager in Kampala via email, phone, and face-to-face meetings.

ACTED has been active in Uganda since May of 2007, both in the northern region and Karamoja. In the North, ACTED supports the early recovery process with a specific focus on the needs of returning populations displaced by years of conflict. It also expands access, retention, equity and quality of primary education. In Karamoja, the focus is enhanced food security and resilience to disasters, especially droughts, as well as improving the primary education sector. In 2010, ACTED began laying the foundations for long term economic development by strengthening livelihoods, building community infrastructure, increasing access to markets, and focusing on disaster preparedness and drought early warning. In 2011, ACTED expands its disaster preparedness interventions, responds to early signs of a drought in North Pokot, consolidates DEWS, continues publishing timely and useful drought bulletins, pilots a SMS-based health reporting system in Karamoja, while continuing interventions focused on increasing market access , and capacity building of farmers and pastoralists to strengthen livelihoods. III. Position Profile

The position of International FLAT Intern in Uganda will be 50-40% based in Kampala and 50-60% based in the cross border Karamoja-Pokot Area (KPA). While in Kampala, the FLAT intern will be detached to the Country Finance Department under the supervision of the CFM. In Karamoja-Pokot, the FLAT intern will provide support to the Area Coordinator on all FLAT functions depending on priorities identified by the Area Coordinator. As KPA contains 7 bases, the FLAT intern will be expected to undertake extensive travel to fulfill his/her duties.

Kampala Duties:

    Support the Area Finance team in BFU preparation.
    Support the Area Finance team to develop bi-monthly cash request and cash planning.
    Verify accountability of Cash for Work payments and support program and finance teams for cash for work planning and disbursements.
    Support to Drought Early Warning System team to undertake field and training payments
    Support the finance department in preparing the monthly cash payments schedule to ensure finance team make almost all field payments
    Support the finance department in preparing the monthly FLAT documentation package sent from the area to the capital office. Logistics
    Prepare with the Area Logistics teams the vehicle/motorcycle/generator fuel and repair follow up.
    Support to Area Logistics and Finance departments to close "fuel loans"
    Verify monthly asset and stock updates.
    Ensure weekly vehicle planning is undertaken in each base and consolidated at area level
    Verify compliance with ACTED procurement procedures
    Support the logistics team in updating the order and delivery follow up
    Analyze vehicle/motorcycle/generator running costs.
    Verify vehicle logbooks.
    Field market surveys
    Procurement monitoring Administration/HR
    Verify compliance with ACTED HR procedures, notably in ensuring that personal personnel files are updated and originals transferred to the capital office.

    Postgraduate diploma in Finance or International Relations
    Previous related work experience, preferably in the humanitarian field w/knowledge of finance and logistics

    Ability to work in an unstable security environment moving
    Willingness to work and live in often remote areas under basic conditions

 Overall Responsibilities

The Data Warehouse Architect is responsible for the design and coordination of the implementation of the district supervision data system. The system is built on data warehousing and business intelligence technology to support analysis and reporting on performance of healthcare facilities in medicines management in SURE’s forty five districts. In addition the job holder will:

    Be involved in the development of a data mart and business intelligence application to provide self service analytics of medicines management supervision data routinely collected from districts.
    Works in collaboration with an external contractor to develop a conformed data mart for the district data and is involved in the development of Extract-Transform-Load procedures for the data.
    Works with internal and external partners to proactively identify the business intelligence and reporting needs of systems users and works extensively with the system contractor to accommodate these reporting requirements into the system’s business intelligence interface.
    Actively coordinate and participate in the design, development, testing and deployment of the district supervision data system and oversee the contractor’s development team to ensure timely completion of the system development project.
    Educate internal and external users on the analytical processing capabilities of the system.
    Design, implement and document system maintenance plans in line with best practices including hardware maintenance, system backup, disaster recovery, fail safe and optimization.
    Oversee the project management of the system development project and ensures that it is delivered on schedule and that the finished system meets the expected quality.

Qualifications

    Masters degree in computer science or related discipline
    Proven experience in the development of data warehousing and business intelligence solutions using SQL Server 2005/2008, SQL Server Analysis Services (SSAS), SQL Server Integration Services (SSIS), SQL Server Reporting Services (SSRS).
    Advanced level development skills on the Visual Studio.NET stack including C#.NET and ASP.NET
    Experience implementing SharePoint applications an added advantage
    Knowledge of Windows Server administration
    In-depth knowledge of the Ugandan healthcare system including health management information systems
    Excellent communication and technical documentation skills
    Knowledge of statistical analysis a plus
    Ability to work independently and creatively in a fast paced environment to meet project deadlines and expectations.

Purpose of the Position

Under the direct supervision of the WHO Representative and under technical programmatic guidance of Regional Advisor /IVD/AFRO, the polio consultant will provide technical assistance to the Ministry of Health with special focus on high risk districts to strengthen and improve the quality of polio eradication initiative in particular AFP surveillance activities, high quality implementation of routine immunization, supplementary immunization activities for polio eradication and implementation of VPD surveillance within the IDSR framework. The incumbent will perform the following duties:

    To assist District Health officers, District surveillance Officers and Health Sub district officers of Karamonja sub region and other poor performing regions as would be identified through the regular monitoring achieve certification level AFP surveillance in accordance with developed and approved surveillance plans.
    Assist Districts within Karamoja sub-region establish community based disease surveillance
    Provide technical support supervison of surveillance activities within the region (s)
    Assist the National EPI manager and WHO IVD team in supporting, organizing local training/review meetings and providing technical assistance in planning, monitoring, evaluation and reporting programme activities
    Assist in monitoring laboratory support for polio eradication activities in the region (s).
    Assist in monitoring the completeness and timeliness of reporting and the use of surveillance performance indicators at regional and district level.
    Will assist the districts to develop and regularly update district specific plan of action for polio eradication initiative, supervise their implementation and assist with preparation of progress reports.
    Assist with co-ordination, implementation and supervision of supplementary immunization activities including ad- hoc mopping-up operations and regional EPI/IDSR supervisors.

Parliamentary Forum on Climate Change-Uganda with funding from DFID is looking for an experienced and motivated individual to fill the position of a Programme Coordinator.

TERMS OF REFEENCE FOR A PROGRAMME COORDINATOR

1. DUTIES/RESPONSIBILITIES:

    Ensure effective coordination of the preparation, planning, fundraising and implementation of PFCC projects/ programmes.
    Strengthen inter-agency coordination, working with relevant parliamentary committees.
    Establishing effective mechanisms for monitoring and evaluating PFCC programmes and follow up on key areas of application commitments in collaboration with PFCC Executive, parliamentary Committees and civil society.
    Ensure facilitation of knowledge building and management, focusing on achievement of PFCC results.
    Organize dialogue meetings with key partners to articulate clear advocacy and communication interventions that are in line with PFCC goals and objectives.
    Explore and recommend strategies for partnerships, institutional linkages with line ministries, civil society groups, local governments, media, academia, etc.
    Identify strengths and weaknesses in programme implementation and providing innovative solutions on adjusting strategies and implementation.
    Ensure the timely submission of reports.
    Draft and/or produce catchy information materials such as video reports, photo documentation, statements, policy briefs, newsletter production and represent PFCC on several other working groups on Climate Change and carry out tasks as appropriate on behalf of the Executive Committee.
    Help to coordinate the multiple branches of the program and the wider program team; assist in the planning and management of monthly activities.
    Identify and develop possible .areas for PFCC partnership with local organizations, universities, research institutions, etc;
    Represent PFCC in coordination meetings, staff meetings, workshops, and meetings with stakeholders;
    Assist in authoring research reports, briefing notes, policy papers, and other materials as required;
    Help to develop and coordinate research dissemination and follow-up activities, including providing substantive advice on the future direction of the program; and act as Secretary to PFCC Executive Committee.
    Other duties as required.

2. Field Research Management Activities

    Conduct interviews with a variety of actors (Government, traditional leaders, CSOs, youth groups, women’s leaders, etc), using a full-range of qualitative research techniques;
    Assist in the recruitment and management of a local research team, including providing training, mentoring and on-site monitoring of researchers;
    Provide insights into the findings of field research, using substantial local knowledge (political, institutional, cultural, etc)

Requirement:
Preferred Qualifications: The successful candidate will possess some or all of the following characteristics;

    Fluency in written and spoken English
    Masters degree in environmental management or social sciences (Post graduate Diploma in Project Planning and management would be an added advantage)
    At least 5 years experience working in the field of international development and environmental governance, or research at a professional level (required)
    Willingness and ability to spend extensive periods of time (at least 50% of contract, to include weekends and evenings) in remote areas throughout
    Proven record of successful interaction with individuals from a diverse array of backgrounds, including government officials, police, traditional leaders, women, the elderly, youth, CSOs, etc;
    Demonstrable experience conducting and analyzing field research and managing a local research team;
    Proven interest in issues of justice and governance in Uganda (experience with climate change adaptation and mitigation is an added advantage)
    Ability to conduct evidence-based policy analysis and play an active role in the development of program policy and direction;
    Punctuality, intellectual curiosity, willingness to take initiative, multi-tasking, and willingness to work under pressure to meet deadlines.
