Background

Duties and Responsibilities

Summary of Key Functions:

    * Implementation of operational strategies;

1.    Ensures implementation of operational strategies focusing on achievement of the following results:

    * Full compliance of financial activities, financial recording/reporting system and audit follow up with UN/UNDP rules, regulations, policies and strategies; implementation of the effective internal control, proper design and functioning of the financial resources management system;
    * CO Finance business processes mapping and elaboration/establishment of internal Standard Operating Procedures in Finance, control of the workflows in the Finance Unit;
    * Continuous analysis and monitoring of the financial situation, presentation of forecasts for development and management projects;
    * Elaboration of the framework and conditions of contributions within the CO resources mobilization efforts;
    * Elaboration and implementation of cost saving and reduction strategies;
    * Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. Informs supervisors and other UNDP staff at Headquarters of the results of the investigation when satisfactory answers are not obtained.


2.    Manages the budget of development and management projects and organizes an optimal cost-recovery system focusing on achievement of the following results:

    * Financial resources management through planning, guiding, controlling of the resources in accordance with UNDP rules and regulations;
    * Preparation and monitoring of budgets of management projects;
    * Establishment of the development projects’ budgets preparation/modification monitoring system, control of budgetary status versus authorized spending limits (ASL) and budgets delivery levels.
      - Sending project budget to KK if authorized by the Senior Management (can be done only on the basis of signed prodocs and project budgets);
    * Elaboration of proper mechanisms to eliminate deficiencies in budget management;
    * Preparation of cost-recovery bills in Atlas for the services provided by UNDP.

3.     Ensures proper control of CO accounts focusing on achievement of the following results:

    * Elaboration of the internal expenditures’ control system which ensures that vouchers processed are matched and completed, transactions are correctly recorded and posted in Atlas; payrolls are duly prepared; MPOs, travel claims and other entitlements are duly processed;
    * Manager level 2 in Atlas if authorized by Senior Management;
    * Control of accounts closure;
    * Approval of vendors in Atlas;
    * Timely corrective actions on unposted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers. Timely response to HQ requests to resolve financial data issues;
    * Control of the Accounts Receivables for UNDP projects and follow up with partners on contributions, maintenance of the General Ledger.

4.   Ensures proper CO cash management  focusing on achievement of the following results:

    * Timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application;
    * Monitoring of financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions. Provision of information to supervisors and other UNDP staff at HQ on the results of the investigation when satisfactory answers are not obtained;
    * Daily review of zero-balance account bank statements in Atlas to monitor imprest level; identification and record of contributions;
    * Primary contact with local bank management on routine operational matters including negotiation of exchange rate on replenishments;
    * Member of bank signatory panel;
    * Transaction and stop payment approval on internet banking systems;
    * Approval and submission of monthly UN exchange rate reports to Treasury;
    * Timely and accurate approval of bank reconciliation, including documented review of exceptions;
    * Initiation of bank transfers and deals, selecting bank transfers and deals for approval and settlement;
    * Performing Paycycle manager role in Atlas;
    * Timely preparation of monthly cashflow forecast for use by DCD/Operations. Liaison with UN Agencies to obtain estimate of their cash requirements;
    * Role as cashier for cash disbursements made on site.

5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

    * Organization of trainings for the operations/ projects staff on Finance;
    * Synthesis of lessons learnt and best practices in Finance;
    * Sound contributions to knowledge networks and communities of practice.

Impact of Results:

The key results have an impact on the overall CO efficiency in financial resources management and success in introduction and implementation of operational strategies.  Accurate, thoroughly researched and documented financial information, timely and appropriate delivery of services ensure client satisfaction and enhance UNDP credibility in use of financial resources.

Background

Under the guidance of the Country Director (CD) and the direct supervision of the Assistant Resident Representative/Programme, the Monitoring and Evaluation Specialist acts as a manager of the Management Support Unit (MSU) and advisor to Senior Management on all aspects of Monitoring, evaluation and all project financial information, manages the Management Support Unit.  The main role is to undertake continued monitoring of all projects utilizing the Harmonized Approach to Cash Transfers (HACT), facilitate the identification of implement partners, their regular assessment and training on all monitoring, evaluation and financial management and Atlas External Access. The Monitoring and Evaluation Specialist leads the MSU team supports the programme teams in strategic planning and identification of new programme areas while ensuring consistency with UNDAF/CPD/CPAP priorities and creative responses to emerging challenges and opportunities.

The Monitoring and Evaluation Specialist  heads and supervises the MSU team and works in close collaboration with the Operations team and especially the Finance Unit in the CO, Programme staff in other UN Agencies, UNDP HQs staff and Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society to successfully implement the UNDP programme.


Duties and Responsibilities

 Summary of Key Functions:

    * Supporting the strategic direction of UNDP programme.
    * Support to the Management of the CO programme resources and supervision of the MSU team.
    * Ensures the substantive and Financial reporting of all cost sharing and other donor resources.
    * Supports Strategic partnerships and resource mobilization.
    * Provision of top quality policy advice services to the Government and facilitation of knowledge building and management  .

1.     As a member of the CO management support unit supports the strategic direction of UNDP programmes focusing on achievement of the following results:

    * Supports the learning process of the country office through the compilation of “lessons learned reports on the implementation of projects supporting the preparation/revision of CCA, UNDAF, CPD, CPAP, AWP and other documents.
    * Supports the Identification of strategic programme areas of cooperation.
    *  Provides information and financial data required for the operationalization of UNDAF/ CPD in collaboration with the main partners and other UN Agencies. Supports the Identification of possibilities for joint programming.
    * Analysis and presentation of UNDP policies and their implementation in the CO.
    * CO business processes mapping and establishment of internal Standard Operating Procedures in Results Management, control of the workflows in the Programme Unit.

2.     Supports the effective management of the CO programme and supervision of the  Programme team focusing on monitoring of programmes, quality control of the full cycle of programming from formulation to implementation achieving the  following results:

    * Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
    * Coordination of programme implementation with the executing agencies.
    * Support the strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations. The M7E Officer performs the function of Manager Level 2 in Atlas for development projects transactions approval.
    * Effective monitoring, measuring the impact of the CO programme and evaluation. Constant monitoring and analysis of the programme environment, timely readjustment of programme.
    * Follow up on audit recommendations. All exceptions are timely reported.
    * Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
    * Organization of cost-recovery system for the services provided by the CO to projects in close collaboration with Operations Manager.

3.     Supports and maintains strategic partnerships and supports the resource mobilization in cooperation with the CO management focusing on achievement of the following results:

    * Implementation of the CO partnerships and resources mobilization strategies to achieve programme outcomes.
    * Creation and coordination of partnerships with the UN Agencies, IFI’s, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc.
    * Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.

4.     Ensures provision of top quality advisory services and facilitation of knowledge building and management  focusing on achievement of the following results:

    * Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals.
    * Establishment of advocacy networks at national level and linked to international networks. Relevant, high-impact advocacy campaigns are implemented with key partners.
    * Sound contributions to knowledge networks and communities of practice.
    * Organization of trainings for the operations/ projects staff on programme.

Impact of Results:

The key results have an impact on the overall success of the country programme and reaching UNDAF/ CPD goals. In particular, the key results have an impact on the design, operation and programming of activities, creation of strategic partnerships as well as reaching resource mobilization targets.

Background

Under the guidance and direct supervision of the DCD/O, the ICT Support Associate provides leadership in execution of ICT services in the CO, implements ICT management systems and strategies, provides daily technical support to users of information management tools and technology infrastructure. The incumbent is responsible for review and advice on the use of new technologies that will enhance the CO productivity.  The ICT Support Associate promotes a client-oriented approach.

The ICT Support Associate supervises ICT support staff and  works in close collaboration with the Management Support and Business Development, Operations, Programme and project teams in the UNDP Uganda CO and UNDP HQs staff for resolving complex ICT-related issues, collaborates with Regional ICT Officers (RIO), Regional Bureau ICT Managers (RBIM), ICT Managers and other ICT Staff.

Duties and Responsibilities

1.    Ensures implementation of  ICT strategies and introduction/implementation of new technologies focusing on achievement of the following results:

    * Provision of inputs to elaboration of internal policies and procedures on the use of ICT. Elaboration of the content of internal Standard Operating Procedures in ICT in consultation with office management.
    * Development and update of the ICT annual plan.
    * Provision of support to the use of Atlas (UNDP’s implementation of PeopleSoft ERP) functionality for improved business results and improved client services.

2.   Ensures effective functioning of the CO hardware and software packages focusing on the achievement of the  following results:

    * Provision of advice on maintenance of equipment and acquisition of hardware supplies, making routine repairs and change of hardware electronic components.
    * Supervision of the implementation of corporate UNDP systems.
      - Development of new software packages for high impact results (e.g. office management system, electronic registry, etc) as required.

3.    Ensures efficient networks administration focusing on achievement of the following results:

    * Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access. Ensure that the UNDP desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks.
    * Trouble-shooting and monitoring of network problems.
    * Response to user needs and questions regarding network access.
    * Maintenance of up-to-date parameters of information for the network clients and electronic mail.
    * Implementation of backup and restoration procedures for local drives. Maintenance of backup logs. Organization of off-site storage of backups.
    * Maintenance of measures in place for business continuity and disaster recover processes and procedures including backup and restoration of both server and local storage facilities.
    * Timely LAN Infrastructure and Internet connectivity upgrade to meet UNDP requirements.

4 .   Provides web management services  focusing on achievement of the following results:

    * Identification of the opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, donor profile software, knowledge management systems).
    * Creation and maintenance of the CO web site and intranet ensuring that the content is updated and meets the requirements of UNDP.

 5 .   Provides administrative support focusing on achievement of the following results:

    * Provision of advice on and assistance in procurement of new equipment for the CO and projects, provision of technical specifications and information on best options in both local and international markets, review of quotations and bids.
    * Maintenance of an up-to-date inventory of the software and hardware.
    * Maintenance of the library of reference materials.
    * Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Procurement Unit.

6.    Ensures facilitation of knowledge building and knowledge sharing in the CO focusing   on achievement of the following results:

    * Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
    * Organization of trainings for the operations/ projects staff on ICT issues.

If certification is not available at the time of recruitment, it should be obtained within 6 months.

Experience:

    * 7 years of working experience in network administration and use of hardware/software, telecommunications facilities, knowledge of database packages, experience in web design.

    * Alternate to Finance Associate (ICS-7) for timely review of cash position for local accounts to ensure sufficient funds on hand for disbursements. Timely identification and recording of receipts for income application.
    * Alternate to Finance Associate (ICS-7) for daily review of zero-balance account bank statements in Atlas to monitor imprest level; identification and recording of contributions.
    * Transaction and stop payment initiation on internet banking systems.
