* Ensure transparency and accountability [n financial management
* Lead a (earn responsible for resource mobilization including strategic planning and proposal development
* Ensure continuous quality improvement in patient care at KCRC and
its outreach clinics
* Strengthen linkages between KCRC, MOH, Local Government and donors
*Oversee monitoring and evaluation / strategic information at the Centre

(b) Key qualifications:
* Bachelor of Medicine and Surgery plus Maters in either of the follow¬ing: Public Health, Health Services Management, Business Adminis¬tration, Project planning and Management or Public Administration. Masters in Medicine is an added advantage.
* At least 5 years experience including in health facility management and or research study coordination.

POST: PROCUREMENT OFFICER.
Reports to: Finance, Administration and Business Development Manager Salary Scale: W3 Purpose of the Job: To lead all activities of the Procurement and Disposal Unit, and assist in coordinating the entire Centre’s procurement and disposal activities in accordance with PPDA Act and Regulations and UWEC’s internal policies. Duties and responsibilities:

* Plan the procurement and disposal activities of the Centre through the consolidation of the individual user departments’ procurement and disposal work plans into a Master work plan
* To undertake the tendering, evaluation, placement and monitoring of portfolio of corporate contract including the centre’s capital purchasing programs,
* To assist in the selection of appropriate suppliers and contractors, to promote good procurement practice with due regard to sustainability, ethical purchasing standard.
* To actively promote the procurement function within the centre and to have up to date knowledge of related procurement legislation for PPDA
* Prepare monthly reports for the Contracts Committee – on Procurements, Disposals and Micro-Procurements

Qualifications:
* A university degree in Procurement and Logistics Management, or Bachelor’s degree in Business Administration, Commerce or Finance with professional qualification in Procurement.
* A professional qualification in the related field may be an added advantage. Experience:
* At least 3 years of experience in procurement in a public entity.
* Should be able to demonstrate ability to co-ordinate complex procurement work without supervision,

Main Duty: In close collaboration with the Chief Executive Officer, to be responsible

Specific Duties: The successful person will be responsible for the following:
• Ensure that the financial management is in compliance with the HURINET-U

• Monitor the internal control systems and advise management on the adequacy

assessment tools and plans for the staff performance tools as well as their
implementation in consultation with the CEO.

Requirements:
• Degree in Accounting or Management; and at least stage II of CPA, ACCA,
ICPAU or full membership of ICSA.

• At least 5 years experience in financial and HR management in the Non-Nonprofit

• Knowledge and experience in policies development, implementation and
compliance management.

• Excellent financial and administrative skills.

• Good administration skill.

• Excellent interpersonal, diagnostic, problem-solving and conceptual skills

• Understanding funding grid and conditional ties.

• HR development knowledge.
